Is this "Bottle necking" in anyway?

I have a FX 4130 AMD quad core black edition processor and a XFX Radeon 7770 1gb graphics card. For some reason I don't think I am getting the full extent of this graphics card's performance, as it is only a slight improvment from a old laptop. The CPU and graphics card were very similar in price, so I don't see why they wouldn't be SOMEWHAT similar in performance. The rest of my system goes as following:
M5A99FX Pro R2.0 motherboard
2x AData 4gb DDR3 memory (somewhere around 1100hz and 1400hz)
An adequate case for airflow
 


I say this because I know someone who's computer has the same graphics card as mine, but with a similar CPU (in price and performance). Neither of our set-ups are meant to do amazing video rendering, work with 3-D programs, or play any really graphic intense games. For some reason games that don't require a great GPU or anything seem like the graphics are lacking in quality, with lowest-highest settings which my computer should be able to handle fine, and that the game can't seem to run fluently. Some people have told me that the CPU most likely can't keep up with the demand from the games, which seems silly as the CPU never seems to be working hard to strain out graphics. A final reason that I think this might be happening, could maybe be with the monitor. The monitor is connected to my computer through a VGA to DVI adapter which ,again according to friends and hobby computer store owners, could somehow decrease video quality since it is a somewhat older monitor, but in perfect condition. I am really stumped with this, some people say that my stock CPU fan is causing the problem while others say its the monitor and some say the graphics card is too powerful for my CPU to handle. I just really want some insight on how this might be happening or some tips or solutions that I could try out.

Please specify your full specs of your rig. Also do not listen to what everybody says. Start digging into things on your own. The first thing we have to make sure is that this is not a software issue. Do you have the latest drivers for your gpu etc?
