The cpu is only a 95 watt part.

The type of video card depends on the use of the system. A gaming system will get a more powerful and power hungry video card while a media center type system or office pc will have a much weaker card.

Please note most cards take very little power at idle now days.

You power supply could range from 300 to about 500-600 watts depending on the system hardware.
