If one part is holding back the rest of the computer significantly, that's a bottleneck.

When the CPU hits 100% usage and the GPU has still far enough to hit 100% - here the CPU is bottlenecking the GPU.. The same applies in the reverse.. However, according to experts and users who used your CPU and GPU combination had a slight bottle neck of 5-10%..
