Is this build any good?

Hey there! I'm building a pc for my brother and my but get is around 650 but its no problem if its a but more ( I don't include peripherals or OS in my price) It has to run say battlefield 4 on ultra with no problems. The list i currently have is:
CPU-Intel Core i5-4460 3.2Ghz Box
RAM-HyperX savage
GPU-XFX Radeon R9 280
Motherboard-Gigabyte GA-H97-D3H
Storage-Western Digital Caviar Blue 1TB
Case- Thermaltake Commander MS-I Snow Edition
DVD Drive- Black SATA 24X DVD Burner
PSU-Cooler Master RS650-AMAAG1

If I had 650 dollarish money I would get something like this....

Obviously this goes over your budget, but the only thing you could reasonably downgrade is the gpu and cpu on the list, but for an extra 200 dollars, your basically set with a 970 in that build. You could drop the 970 to a 960 or 280x and get it to 750ish. Your build is fine, your just at the point if your willing to drop extra dough on a good gpu.

Your pc parts list is great so ill stick with that. Considering that my bro isnt gonna use it for soooo much hardcore gaming, this list gives me a bit to spend on a decent looking case
