Is this build balanced? What do you think? Will I be able to overclock my gpu and cpu on this motherboard?(btw i already have hard drive, thats why i didnt add any)

As far as I know a b360 board will not let you overclock. That being the case I would buy a non K CPU and save some money. As others have 16gb of ram is better.
For the you I think you are ok with the 650watt psu as those cards have one 8 pin connector. I think they spec a 550watt for the windforce oc edition I would have to check.

The build looks fine as long you are not trying to oc the cpu.

For overclocking you need a z370 mobo and if you aim for 5ghz, also a beefier cooler. For example Thermalright Le Grand macho rt.

16GB RAM is the bare minimum for that kind of build. Get 2x8 dual kit if you can. Also, if you're not into CPU intensive stuff like rendering, encoding, ..., 8600K might be a better option for gaming and non-workstation.

You need Z370/Z390. You might as well get a good cooler as it won't ship with the Intel stock cooler.

1) For ANY purpose, you need more than 8GB's of RAM.
2) OC'ing is ONLY needed for very high-intensity CPU usage. Otherwise, all that OC'ing does is reduce the "life expectancy" of your components.
3)Another thing is that a 650W PS is the MINIMUM needed for current equipment (Video and CPU). Upgrade to at LEAST an 850W PS.
4) I can't answer for the "ability" of either your chosen MB or CPU to OC. Many MB's (and most Intel CPU's) are "locked"--which means they CAN'T be OC'd!!!!

My strongest suggestion is that you review what your computer NEEDS actually are, and build accordingly. I'm not a "fan" of Intel--I find that AMD provides equivalent performance at a lower cost---------but then again, I just game and use e-mail and do "some" research-------------nothing "heavy". Without a "true" idea of what you want to accomplish with this "build"--very few answers are going to be much better than "shots in the dark" anyway.

For now, 8gb will let you play older games. So woo-woo! You can play. But like everyone says if you going to score the latest games and clock up the rig, no doubt you'll need another stick of ram. Ram prices are coming down so you can't go wrong waiting. Heck, six months ago, I bought 16 gigs of Gskills Ripjaws V DDR4 3200 for $199.00 and now the same ram is $40.00 cheaper. Eh, I could've waited but I wanted it now.. . so I paid the price.

4 things for overclocking. Ram with high speeds and tight timings and at least 16 gb. lots of power psu . good cooling. then a solid motherboard with good power phasing.
