is this build balanced?

i have spent time looking at different parts for a gaming pc for a good friend. i have chosen the parts but am worried its unbalanced and either the CPU will bottleneck the GPU or vice versa. i believe this will be able to run most games at medium(correct me if im wrong)

Ok, that is NOT a gaming computer, that is a server. With a gaming PC you'll want an i5 or i7 (4 core 8 thread) with about 16gb RAM, and a good video card like a GTX 1070. That setup is completely wrong for gaming. Look at the i7 6700k, a motherboard with the Z170 chipset, and the other parts I stated.

Overall not bad, but I wouldn't waste money on a Z series motherboard unless you actively plan on upgrading to a K series CPU at some point. If you don't plan on the upgrade, then get a B or H series motherboard and try to get a GTX 1060 3gb with the savings.
