Is this build going to get me 100+ fps on most games high settings?

CPU: i5 4690k
RAM: GSkill Ripjaws X
PSU: EVGA 650W

Depends on the monitor. If you have a 60 HZ monitor you wont exceed 60 hz. If you get a 120-144 hz monitor then you would exceed 60. But even with that setup no.

But even still you will get smooth gameplay.

Why are you considering high fps that much? This will pull easily 50 fps on most games but 100+ no. Not even close. If you want 100+ fps at ultra get a monitor that supports 144 hz and a titan x or two on sli...

Ultra? Nowhere near it.
High? maybe 70-80fps. At 900p
50-65fps at high 1080p

Running most games at Ultra 100fps will require at least GTX970 (if the game isn't too demanding, or is from around 2011-2013)
And some games have limited the maximum fps on 60 anyway.
