I would 32gb for the photo/video editing. Here's two builds to consider, AMD & Intel.

AMD.
PCPartPicker Part List

CPU: AMD Ryzen 7 3700X 3.6 GHz 8-Core Processor ($273.47 @ Amazon)
CPU Cooler: Noctua NH-U12S chromax.black 55 CFM CPU Cooler ($69.98 @ Amazon)
Motherboard: Gigabyte B550M AORUS ELITE Micro ATX AM4 Motherboard ($109.99 @ B&H)
Memory: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3600 CL16 Memory ($149.99 @ Newegg)
Storage: Crucial P1 1 TB M.2-2280 NVME Solid State Drive ($104.99 @ B&H)
Video Card: NVIDIA GeForce RTX 2070 SUPER 8 GB Video Card ($499.99 @ Best Buy)
Case: Fractal Design Meshify C Mini...
It's a mismatch of parts and some of them not very good such as the motherboard and PSU.

First off there's no reason to go 9th gen when 10th gen is out (hyperthreaded i3's & i5's).

Unlocked CPU with locked motherboard so no overclocking capabilities.

What is your budget and which country?
