Between 3700X and 3800x there is very little difference,so i sugfest going with 3700X since its cheaper and offers same performance.
8gb of ram is in no world enough for gaming and streaming,you need to up that to 16gb.
While the 2060 is still a good card,can you find a 3060Ti anywhere in yiur country?

Are there any 3060ti with RGBs not just the name on the side like Asus with rgb but some line. Just more lights thats what i want :))

Since the GPU situation right now is crazy,i say stick to the 1660 super,its amazing 1080p 60fps gaming and streaming card.If you are somehow not satisfied with it,wait until April passes,and then sell your 1660 super on used market,ad 200$ and you should be able to get a 2070 Super,if not the 3060Ti.
Thats what i would do.
