Is this build ok for Arma 3?

So my dad is convinced he is going to upgrade his computer and has come up with a parts list he thinks is going to work. His ultimate goal is to play Arma 3 on the highest graphic settings possible (and battlefield 4 on decent settings would be nice) but he also thinks it will last him for years to come. The graphics card is not working on his current one and is constantly crashing. I can put a computer together but picking parts that work together goes right over my head so I am eternally grateful for any help you can offer.

Will this work or is there a better route?

Current Build:

Processor: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz 2.40 GHz
RAM: 4 GB HyperX brand
System: 32-bit OS x64-based processor
MB: Asus P5N-E SLI with dual graphic card slots
Graphics: EVGA GeForce 9800 GT 512MB 256-Bit GDDR3
Power Supply: 500watt
HD: WD 250gb

The parts he picked:

Intel core i-5-4690k 3.5 GHz LGA 1150
NVidia Geforce GTX760 2GB PCI-e
Crucial Ballistix Sport 8GB 2x4GB DDR4-2400 PC-4-19200 VDIMM CL 16 Dual Channel
Asrock Fatal1ty Z170 Gaming-ITX/ac LGA 1151 mITX Intel motherboard

His budget is $500 and he is getting the parts at the end of this month if all goes well.

p.s. I was planning on giving him my just over a year old computer that runs Arma 3 on ultra like nothing but I don't have time to build a new one to replace it until I graduate in July and he has no patience.

see if your close to micro center to do combo mb deal.
you want to go for the newest cpu there made for windows 10 and are faster then the cpu he picked out.
he need a new power supply older units cant go down to the low output voltage of the new intel cpu from haswell on. if he tries using an old power supply when the cpu tries to sleep it just shut off. he also has the wrong ram. older intel cpu use ddr3-1600. newer mb use ddr4-2100 or faster.
want to go with newer 1000 nvidia or newest amd gpu. for directx 12 support. older gpu wont do it. he also want to use a ssd as boot os for speed.

That combo will work out to around $350 regardless, definitely not worth it given that's already 70% of the budget gone into CPU and motherboard.
You're putting $750 on top of that as well, that's well out of the range of the budget.
@OP, Tell your dad he needs to reset his expectations, for $500 you're going to get the equivalent of an i3 (a few pentiums have HT now) and a 1060.
That should do Arma at 60fps medium 1080p, but that game is very demanding and CPU intensive.

Also, he already has an amazing (and kinda massive) Fractal case that is only a few months old so he can use that. He will also be using 1080p monitors. I think I'm either going to tell him he has to settle for less in the way of graphics or save up for a high end one when he can buy parts on cyber monday at the end of the year.

Get these.

We have a new case (full size) already and I think we might do an SSD instead.

I played the game insanely modded such as alrp, on a Mac and it could work pretty decently. I had to be a bit calm on graphics but it should work fine. Can play koth etc.
