Good enough but I don't know about the monitor.
However their is a deal on amazon where you can get a r9 -270x for 140$ so maybe get that one.
Also the psu is abit overkill but its good.
And maybe take an sshd because the difference is noticible between them in speed or maybe get a cheap 120 gb hdd
