Solution

290 should be able to handle a 120Hz monitor decently.

As for overclocking, I'd get an air cooler over a CLC any day. NH-D15 is better than the H100i in practically every way. There are also better cases out there that perform better thermally - perhaps look into the 500R or Deep Silence 1.
If you wanted a bang for your buck build with a black/blue color scheme:

If you wanted to save a bit more you could drop to a locked i5 and get a cheaper H97 motherboard.

212 Evo? Why the Powercolor when you can literally get a Windforce 290 for the same amount of money?

What do you think about the NH-D14 or HAF 912 advanced looks pretty neat but the inside is not worth the 70$

I'd probably choose a NH-U14S or PH-TC14PE or NH-D15 for an air cooler. As for the case, there are better choices than the HAF 912. I suggested a couple already. Pretty much the best case for air cooling is the Phantom 630, but that is quite expensive.

Again, bang for your buck. The 212 EVO should be able to OC it to at least 4.4Ghz. The powercolor was $20 cheaper and is simply better ( or so I thought, but pcpartpicker has the wrong price) and it out-performs (temps,OC'ing, noise) the Gigabyte Windforce.

The DH-14 is a solid cooler. Definitely worth the money. The case is also nice... most of the time it comes down to personal preference.
