Question Is this coil whine or arcing/something to worry about?

Hi everyone, would appreciate a bit of advice regarding a noise coming from my computer. I've attached a vocaro link so you can have a listen. This noise happens on startup/boot and generally gets quieter although not completely going away after a few minutes of the computer being on. The audio clip was recorded with my phone at the back of the case next to the PSU. I am not sure if it's actually coming from there, I can kind of hear it all around the case. But I wondered if it could be the PSU because I have read the brand (Gamemax) has a lot of bad reviews and isn't recommended.

My system specifics are

Motherboard: ASRock B760M-H/M.2
PSU: Gamemax Rampage 700W 80+ Bronze
CPU: Intel Core i5 12400 (Alder Lake-S)
Graphics Card: Nvidia RTX 4060 ti
32GB RAM
Windows 11 Home

I use the system for web browsing and gaming, mostly old games from like the 2000's and 2010's but also World Of Warcraft which I have on low graphics settings, so I don't think it's being put under a lot of strain.

I've come here to check whether it's likely coil whine or something more serious. I'm a bit of a newbie to computer hardware but I've been reading coil whine is like a lottery and you can have two identical systems where one is really quiet and the other really loud? If I've just been unlucky got one that's a bit noisy, I don't mind. Because I can't really hear it when I'm sitting at the computer, I had to go under the desk and hold my phone up to the case to record that. But I just want to check in case it's possibly something else, I have heard people warn about arcing and other things that might cause issues. If you could have a listen to the vocaro and let me know what you think it is, would be appreciated. Warning in advance in case you put the volume to max, there's a sudden loud clunking noise at 27 seconds. That's just me moving around, not a noise from PC.

Use a sheet of A4 paper, roll it into a cylinder and hold one end to your ear while the other is used to probe for the source of the sound.

As for the PSU, I'd look into picking up a reliably built unit for ease of mind. See if you can source(borrow, not buy) a reliably built 650W PSU with the necessary connectors for all components in your build and see if the noise persists.

Switching a PSU is way above my level of proficiency. If there's an issue with it I'd probably just take it back to the shop and ask if they could fit a new one but not sure what to look for really. Do you have any idea what the noise could be?

If it's the PSU then I'm guessing that as a replacement, any one on A Tier on the list would be fine? I've read about Gamemax having a bad reputation so in hindsight I should have maybe requested a different PSU when it was being built for me. What is the issue that causes PSU's to fail generally, is it drawing too much power? Because I'm not really taxing my system with what I run, World Of Warcraft on low settings is about the most load it ever experiences.

Anyone? I've been listening to some videos of coil whine and I think it could maybe be that, but not sure. It's a fairly new build, and hasnt been under much strain.
