How is a windows 7 Home Premium operating system and any cpu multiprocessor compatible if the operating system will only recognize one processor? The other one does what in this relationship?

It's like owning two cars but only using one of them. Just because you own two cars doesn't mean you have to drive both of them, the other one still works perfectly fine.

PCs with multiple processors (CPUs):
Commercial servers, workstations, and other high-end PCs may have more than one physical processor. Windows 7 Professional, Enterprise, and Ultimate allow for two physical processors, providing the best performance on these computers. Windows 7 Starter, Home Basic, and Home Premium will recognize only one physical processor.

The OP is asking about multiprocessor systems, not multicore systems. All versions of windows support multicore systems, but only the Professional and Ultimate versions support motherboards that have two CPU sockets and a CPU chip in both of them.
