The Noctua is probably borderline good enough for that CPU (for some reason it's not listed on Noctua's site), it wouldn't hurt to try it first before buying another cooler. If it stays under 80C while gaming then it's sufficient and when you do decide to overclock then buy a new better cooler.

Edit: The reason I say it should be good enough for stock is because it shows that it can handle the i9-10890XE at stock which is a higher TDP CPU.

Yes it is enough for a 7700k, but the 9900kf is a much hotter CPU. In normal usage the 9900kf will be able to draw 150W+ in stock configuration. Once you overclock it that number goes up to 200-220W. The NH-D9L is not enough to keep that at a good temperature while under load, even in a stock configuration.

The Shadow Rock 3 from what I can see has more cooling power than that Noctua. https://www.tomshardware.com/reviews/be-quiet-shadow-rock-3/2
As @WildCard999 said you can try your current cooler and see if it will keep it below 80C. If it doesn't then go to minimum that Be Quiet but I'd just go to the biggest air cooler the NH-D15. If the NH-D15 isn't enough then the next thing is top flight 280mm or 360mm AIO.

with a AIO solution i think i need a new case i have a CHIEFTEC Servercase for like 10 to 15years maybe its too old for that technologie? wich you recommand than without blink blink thinks i dont need a christmastree as a case :)

It might still fit into a case that old, but a lot has changed in cases over the last 10 to 15 years. What would your budget be for the case? Anything else besides no RGB you would want for a case?

That is an ancient case and there is no where to put an AIO and there isn't enough space for the NH-D15, your case allows for 160mm coolers and it requires 165mm clearance. Here are a couple ideas for new cases that don't come with all the RGB bling and can fit large AIOs and air coolers.

That isn't bad either. At the same price the Fractal Design Celsius S36 is an option as is the Cooler Master Masterliquid ML360RGB.

If I am understanding your question, Warm leading pasta, I think that is thermal paste. I personally haven't seen a cooler not come with thermal paste.
