Is this component blown?

Hi!
I was having charging issues(Plugged in, not charging) and sometimes charges used to cut off when I plug the battery in.
So, I opened up and found this probably blown component on the motherboard, Is this really blown? How can I know what component is it?
I don't want to replace the whole board.
Its a SAMSUNG ATIV 700T.

I have managed to get some macros of the component, and looks like it is blown, and the component beside it have same numbers. Is it possible to order this component and replace? And what it is BTW?

there are shop like one run by Louis Rossmann that do board level repair. if he cant fix your mb there no charge for the repair. before something breaks more you should find a local laptop repair that can replace the part or google the cost of your system board by the service part number on the board.
