I got a budget of 1100$-1150$.What should i remove/add new to make it run max settings on bf4 and the newest game.

The cpu would bottleneck the system.

You would probably want a better cpu, either fx8320 or intel i5 or better, if you want to run max settings in newer games that are not yet released.

Also, if you want to go with the r9 290, make sure to get an aftermarket cooler version.

I don't know of any, and am pretty sure there isn't any. You can go to websites and pick parts from them and they assemble. Usually parts are not on sale, are often more expensive than even regular prices, and pay a premium for them to assemble. You could easily walk out paying double.
