Is this considered overheating?

I have a 1024MB ATI AMD Radeon HD 6770 in my PC and I've been wondering if it is overheating. When I play basic games on Steam that are free to play the temps go up to 80C and the PC fans start working really hard it seems like. I have yet to play any games that are too demanding because of the fear that I could be damaging my PC. I do have an i7 870 CPU and I know that can generate a lot of heat but my temps on that stay down around 35C on idle. What worries me is that my video card is 60-70C while just doing some basic web browsing. Is the temps on this normal or should I do something and if so, what should I do?

Check if your GPU fans are running fine, if yes please clean the GPU by blowing away all the dust.
Those temps are woefully high for an idle gpu, please make sure your gpu fans are working.
