Is this Cooler Master fan better than this Corsair fan?

In terms of "better", I mean which one pushes out the most air while being quiet.

Well my guess would be the Cooler Master fan DBA rating is at minimum fan speed. Reviewers say it is very loud at max speed.

Corsair fan is likely quieter, but moves less air at maximum speed. But again they don't give a DBA range, just a single number.

The coolermaster is quieter and pushes more air according to the specs. Its rated at 19dba at its rated RPM of 2000. I have the same fan running at about 1900rpm and I can't really hear it.
