Is this CPU better?

So, I'm upgrading my brothers computer for him. Right now he has a phenom 1 x4 9150e... We are going to get the 4690k when he has the money. But right now, we just want something to hold us over until then... Is the a4-6300 worth the whole $30... is there another FM2, FM2+, FM3, for max $60 that will provide a reasonable performance boost for the time being

Well first off your brothers current system is not a FM socket but an AM socket. Depending on that is also going to make a difference. Is it AM2+. AM3 or AM3+?

The CPUs you listed use different sockets so your going to have to get a new motherboard too. Just save your money for the 4690k setup, don't waste money on these stopgap measures.
