Is this CPU good for my PC ?

Hello. I've decided to get a new CPU,since my current one is old and not very good for gaming. I found this one,who is just 110 euros.

Intel Core Dual i3-4170 3.70 GHz BOX

My current one is AMD Athlon II x4 641 Quad 2.80GHz

Is the intel one better? since mine has 4 cores?

The Intel processor is not compatible with your AMD socketed motherboard.

That said, the Core I3-4170 processor will outperform your current AMD Athlon II x4-641.

There are people who don't have the budget or don't want to spend a lot for a high-end CPU. For them, an i3-4170 isn't a bad choice.
