After having someone build my computer physically.

One week later, I heard some light noticeable noise for the first time in my tower then I rebooted my computer and I get:

Would this mean the CPU or Motherboard is a defective unit?
Does each part optimally support each other, is there a incompatibly issue?
Is this due to lack of build by the tech guy, defectiveness , lack of thermal paste/too much paste, lack of CPU temp adjustment?

How can I fix this and better yet how can I prevent this from occurring ever again?
 
Your fan on the cpu is not working.Either check 4pin-connector from cpu cooler to your motherboard or try reinstalling cpu cooler.
In your case,
Cooler Master Hyper 212 EVO RR-212E-20PK-R2 CPU Cooler with 120mm PWM Fan

See if its connected to the motherboard properly via 4 pin fan header.

Your video is rather poor.
Can't see, how your fans are connected. Your motherboard has 3 fan headers, but on video I saw only one of them used (cpu_fan header). How are the rest of fans connected?
You have 1 cpu fan + 2 system fans, so all the fan headers on your motherboard should be occupied.

Does cpu fan start spinning, when you turn on the pc?

Yeah I just see a CPU Fan 4 pinned connector. the CPU Cooler fan (black one) doesnt spin at all. the other one spins and the third behind the CPU Cooler doesnt either.
 


I just got the exact item from amazon shipped to me just now, but my question is how can the fan die this early? What caused it? Defective... pc built in adequately ?

Should I buy another unit from another company that is a little more reliable in their CPU Coolers?
 
I have someone coming over in 3 hours to help me with it. Is there anything I should be careful of thermal paste or anything certain? I heard it was a big deal with thermal paste and how much you use or what type of paste?
 
Fan is attached with plastic clippers.
You can replace the fan without removing cooler:
  • remove the fan by unclipping it;
    unscrew plastic clippers;
    screw clippers onto replacement fan;
    attach replacement fan to the cooler
Done.
If you're not removing the cooler, then there's no need to do anything with thermal paste.
