is this cpu problem or with the water cooler

here are my following specs.
processor:intel core i5 3470k
cooler:corsair:H80
motherboard:asrock z77 extreme 4(that gold caps )
2x4gb corsair vengeance ddr3 1600mhz RAM
GPU:asus gtx 550ti 1gb
My ambient temp is between 28 to 30c and the problem is the cpu temp at 100% load is hitting 90-95c even with the H80 .i still did not overclock the cpu ,i have tried reseating the cooler ,reapplied the thermal paste and even replaced the H80 with a stock intel cooler but the temperature is still 45-50c at idle and 85-95c at load .
what could be the problem?is it motherboard or cooler or the processor itself.i have cleaned the case completely which is corsair carbide 400r

The stock cooler reduced the temp to about 5c at max,the max temp of the processor went down from 95 to 90c .the idle temp was the same which is around 45-50c on two cores and the other 2 cores at 50-55c
