Is this CPUID volatage figure right for a 6600k



Either CPUID is reporting wrong voltage or your BIOS is set to a wrong voltage, I think maybe 1.10v~1.20v would be the best for a Skylake CPU.
Freezing = Low voltage on CPU
Stuttering... Don't know.
 
I downloaded the latest CPU-Z and that showed voltage of 1.10v
so i am guessing the software i was using was reading the voltage wrong.

Could you kindly assist me in finding out why my pc is freezing and stuttering?
 


Go into BIOS and up the CPU voltage to 1.20v and try if it works good for you, other things seem to be normal according to the prints.
Also, did you OC your GPU?
And a last question, what is your PSU?
 



I havent OCed anything, I will bump the CPU voltage to 1.20 and I have a corsair CX600M psu
