Question Is this dangerous for my 3060ti?

Setting excessive power limits, clock speeds, and voltages are a suggestion to the video card. The video card will only abide by them if it believes its safe to do so. Otherwise a video card will boost until it hits one of the following:
  • A thermal limit was hit
  • A power limit was hit
  • The voltage can't reliably drive the clock speed higher
  • The voltage hit the maximum allowed
  • There's not enough going on to justify bumping up the clock speed
