The power supply is a very poor unit in that pc if you buy it i would recommend buying a new one for deffo,
but other then thats its pritty decent you have a z87 in there so you could upgrade to an i5 or i7 if you wanted 😀

Up to about £230 its worth it , past that not so much.

PSU isn't 'that' bad - seen far far worse.

Its not an ultra setting gaming machine , he's exaggerating a bit there - the 670 is about the equivalent of a gtx 950 now

The damaged USB port may be an issue (shorting out). Be careful when plugging items in, it may damage the USB hub on the board, and possibly kill the other USB ports that are attached to that hub.

Based on your needs your choice may vary but if i imagine myself in your feet I dont think its that much of a great deal, an i3 isn't much for gaming unless its the skylake one the power supply is also not a good one and you will have to upgrade it the 670 perform a quite less then a 960 and i would not like something less then a 960 for 1080p the hard drive is also only 250Gb and you can't put much games on max is 3 bigger ones and then ull be running out of space, getting a newer one is allot better value. No body will be willing to give you an io plate for that motherboard only - another deal braker

What bothers me most is the lack of the I/O backplate, other than that is a good starting point, cheaper and better than a console, and you can take your time to upgrade it (better CPU,GPU,PSU, hard drive ,etc).

GPU needs to be cleaned out. I'd also redo the paste on the CPU. Finally, I'd have him send you a video of the thing booting up to windows prior to sending payment. Just in case the thing is dead and he's trying to pull a fast one. Though he does have a good seller rating so that seems unlikely.
