Is this downloaded to a USB Drive

So I saw this and it could save me $15 because I wouldn't need an optical drive. Does this just download to a flash drive and I can use it on my newly built computer on its first startup.

It will be a disc with the product key sent with it. You can go download your own Window 10 installation media on your own disc/USB.:
https://www.microsoft.com/en-gb/software-download/windows10

You could leave out the optical drive and download the window 10 installation media on a USB.

As said earlier, the install media does not matter.
The license key is what actually costs.

And without a valid, legal license key, the install media is useless.
