Is this eBay listing a scam???

Hello, I was looking at ebay for some used graphics cards and I came across this. I have no idea if it's a scam though because the seller has relatively high feedback but on his feedback page there was one person mentioning this listing.

They arent selling a GPU.
They are selling a BIOS file that supposedly increased the GPUs mining efficiency for etherium coins.

AKA its a load of BS and a scam.
