I curreuntly have a good gaming PC that has 2x970s and a I7-4790k, and was thinking about buying a prebuilt PC and a capture card so my gaming rig won't take a hit in performance whenever I'm streaming and gaming at the same time, the specs for the rig is:
3.8GHz AMD FX-4300 quad-core processor with 4MB L3 cache
Windows 10 operating system
1TB SATA hard drive
8GB DDR3 system memory; expandable to 16GB
DVD/CD player/burner
NVIDIA GT730 graphics
High Definition Audio
Has 10/100/1000 Ethernet, 8 USB ports, HDMI output, DVI port, VGA port and headphone/microphone jack

Solution
Yes it will be sufficient however with I7-4790k and 2x970s, you should stream without stressing pc. Instead of buying another pc you can just add a capture card like avermedia in your current pc and that's it... or blackmagic capture card, whichever you like more
