You can save a few bucks by going for a b450 Motherboard and use that money to buy an SSD for around 30$

You don't need DVD for win 10 installation. Download the latest copy of windows from Microsoft and prep it in a USB with Microsoft media creation tool. Then install win10 via the USB. Just use the key from ur purchased win 10 DVD.

Although if you're happy full budget I'd probably plump straight for the 2600x if you're not into overclocking manually & a better case.
