It sure can run everything at high-ultra @ 1080p. However, you are missing one key component in your build - power supply. The build won't work without it. Quality power supplies start at approximately $50, look at EVGA, Seasonic, XFX, Antec and similar manufacturers.

Also, a very high boost in general performance (loading / startup / general Windows operations) would be provided by an SSD as a system drive.

Adding an i5 and SSD will make things even better, so go for it. If you can, get i5 6500, it is only slightly more expensive than i5 6400, but has considerably higher clock speed.

As for the cheap $350 rig... this is somewhat doable, but only if you don't need monitor, mouse, keyboard and operating system. Otherwise, it can hardly be done. I will assemble one like that for you in a few mins.

$420 is the lowest I could do without seriously compromising the performance of the rig. The CPU is basically 1/4 the price at $100, and lowering that price by going for a Pentium instead of i3 is not an option anymore, most games require 4 threads by now. Less than 8GB of memory is also not an option. One of the cheapest, yet solid mobo is included. Budget case at only $30, but looks good and has everything you need. Power supply is a good brand, Antec, model from tier 3, and it is probably one of the best options in this price range. Graphics card is Radeon RX460 - another $100, but if you go lower than that, you will end up with severely worse FPS.

30-40 GB. But that's without any apps, games, additional updates, windows system restore points, driver downloads... you name it. Without 120GB, you will have 60GB full in no time. And SSDs are tricky beasts - once they get nearly full, they become much slower. You always need some free space on them, never fill them up completely to keep performance high.

Definitely use the SSD for a game or two, at least the ones you play most often. It will increase level loading times greatly.
