I build my first Gaming PC and I want streaming to. Is this build enough wattage?

I'm afraid not, GTX970 is rated 500W minimum, 600W optimal.

On Tweakers.net (Dutch site like PCPartpicker/Linustechtips) said: "450w is more than enough for that PC, HDDs and Ssds really don't consume as much power at all that you need to upgrade your power supply if you have a few adheres."

Like I said - a little close to the edge IMO - the strix can pull up to 196w .
The 4790k is a power hog for an Intel chip - you'll be hitting well above 80% load on the PSU in intense gaming conditions.

I would honestly go 100w bigger for headroom - you're buying an over clocking setup there so it makes sense.

I've an other question. Can I overclocking I7 4790K with Scythe mugen 4? (like 4.5 or 4.6 ghz. Only for render videos)

A good cooler,but how high you can overclock can no one really say.Make sure you use low profile ram with this one.
