Is this FPS Normal?

Hi, here's a list of my PC's components:

GTX 1080 Aorus
Ryzen 5 1600 (not clocked)
Asus B350 ROG
16 GB Corsair Vengeance 3000 mhz

I have installed a fresh copy of windows because I changed some of the components. So my question is what is normal FPS for CS GO? I watched videos where people get 300+ FPS and I get around 200 with drops to 110 which are noticeable as a stutter while playing. Is this normal or I can change them? I have tried changing windows power options to high performance but I't didn't do any difference.

It's in dual channel. Read the manual and all. I used the proper slots

Ok when in game are any cpu cores hitting 100%?

What is your internet connection like? I have read CS GO is unique in it can throttle fps inline with internet connection. There was a reason for this but I forgot it.

Are you streaming or using any other CPU intensive programs at the same time?

you said you changed some components. if this includes the gpu did you do a DDU wipe of all drivers and reinstall? even if it was another nvidia card this should still be done.

Well I reinstalled the Windows and installed latest gpu drivers

Cpu is arround 33 idle and up to 50 when loaded gpu goes 60 max when loaded
