Is this gaming rig bad?

I was looking at this build:

GPU: GeForce GTX 550 Ti
CPU: AMD Phenom II X4 925 2.8GHz
Motherboard: GIGABYTE GA-M68MT-D3
RAM: CORSAIR 4GB (2 X 2 GB) 1333Mhz Dual Channel 240-pin DDR3
Hard Drive: Seagate Barracuda 500 GB
Power Supply: COOLER MASTER eXtreme Power Plus
Case: Antec Three Hundred Tower
DVD Drive: ASUS DVD-E818A7T/BLK/B/GEN
Operating System: Windows 7 Home Premium 64 bit

I was planning on using it for older games like ArmA II and GTA 4, but a lot of people said the rig is bad. Is this rig bad for those types of games? I don't plan on playing new games like Skyrim, I have my Xbox for that.
 
It's not really bad, it's pretty mid range, but if you bought it today you'd be wasting money because the parts chosen are very unoptimal:

1. For the price of GTX 550 Ti you can get much faster card, like HD 7770/GTX 560 SE.
2. AMD Phenoms are pretty bad at gaming, Intel i3 series cost around the same and are much faster.
3. I personally don't like seagate with their bad reputation.
4. Don't get Cooler Master power supply.. They tend to be extremely bad quality.

Everything else seems OK.

While OC'd Phenom II game as well as any i3 that phenom wont be easy to OC far due to a locked multiplier. It will do what you want it to but honestly unless this rig is VERY cheap I wouldnt bother if it had a Phenom II 965BE then it would be ok but as is not unless its costing you around £200 ($300)
