I'm going to build a gaming PC using these parts:

B450 Asrock Steel Legend
Ryzen 5 3600
Hyperx 8GB 3200 RGB (x2)
1TB HDD Caviar 7200
Sandisk 240GB SSD
EVGA 750 N1 750W
Corsair Carbide Spec Delta RGB
1660 ti Asus Rog Strix Advanced

Please let me know if they are good and compatible with each other.

The EVGA N1 is one of the worst PSUs on the market. Buy something like a EVGA GQ, GS or G3 or Seasonic FOCUS Gold 550 watt instead. If you want more of a budget PSU even a Corsair CX or CXM would be a better option. Brand does not mean quality most of the time, its more about model.

Keep in mind the B450 motherboards don't all come with an up to date BIOS that will support the Ryzen 3000 series, and I dont believe Asrock makes a motherboard that can be updated without a chip. So on the chance that is the case you will need a kit from AMD to do this. Here is an article explaining it https://www.extremetech.com/computing/295027-amd-will-provide-a-free-temporary-uefi-upgrade-kit-for-ryzen-3000-motherboard-updates

The MSI B450 Tomahawk is an example of a motherboard that supports updating the BIOS without a CPU installed, I'd highly suggest that as waiting for AMD to ship a boot kit and returning it sounds like a real pain.

What is your monitor's resolution and refresh rate? Does it have FreeSync, GSync, or neither? This is one of the biggest factors in choosing an appropriate video card.

Power supplies, I'd recommend:
  • Seasonic FOCUS or PRIME models
  • Corsair HX, AX, and RMx models
You can probably easily step down to a 650W or even 550W, given the relatively modest power requirements of the 1660Ti.

Thanks, I replaced the power supply with Seasonic Focus 80+ gold
Regarding the motherboard, I saw a Youtube video that shows you can download a BIOS update and place it on a thumb drive and update it. Will this work?

No ASRock boards do not allow the BIOS to be updated without a compatible CPU chip already installed. You will need the AMD supplied update chip (https://www.extremetech.com/computing/295027-amd-will-provide-a-free-temporary-uefi-upgrade-kit-for-ryzen-3000-motherboard-updates ) to do this with your motherboard.

Here is a list of AMD motherboards that allow the BIOS to be updated without a CPU:
