Is this Good budget build using black friday deals? 480$ total

The total was 480$ (using 65$ rebates). I was wondering if this can run most modern games at 1080p and also if the upgrade to AMD Ryzen 5 2600 is worth it for 60 dollars more. Any improvements (or if you found a better black friday sale) would be much appreciated, thank you.
 
That motherboard is overkill. Specially since you're not using SLI, which is what differentiates X470 and B450 boards.

You don't need the 2200G since you've got a dedicated graphics card. Since this is for gaming, I would rather suggest a R3 1300X with an MSI B450 Tomahawk or any other decent B450 board on sale. The R3 1300X will deliver slightly lower but quite similar performances for your FPS compared to the 2600.

Coupled with that GPU, which rivals the GTX 1060's. You should be able to run Blackout or BFV at medium settings at over 80fps.

I would also change the PSU, that's not very good. Refer to this list when picking a PSU and don't go beyond Tier 4 (Tier 1 being the best):
