The 212 EVO can cool any CPU on the market without an overclock, and if that's the route you're going, I would opt for a smaller less-noisier option. Don't look at CFM, that's a useless statistic for your purpose. You'll need to know the maximum TDP of your CPU (usually 65-135w) and find a CPU cooler that's rated for above that range. You want a copper contact with the CPU, at least two copper heat-pipes or vapor chambers, and aluminum fins for a heat-sink.
If it meats the criteria above, you cannot go wrong. At the end of the day, you're going to want the cooler that you forgot about, not the cooler that's whirring next to you wishing you had bought something smaller.
Remember, if you can hear your computer fans right now while web browsing: you did it wrong.
