is an i7 8700 with an rx 570 8gb good for game capture? or should i get an i5 8600 and maybe a 1060 6gb

The most important thing for video capture is the CPU so it is better the i7 combo. Anyways, Ryzen is better in performance per dollar and simultaneously recording.

im thinking about upgrading from my i3 8100 and rx570 but i dont know whether to upgrade to an i7 8700 and keep the rx570 or upgrade to a i5 8600 and get an gtx 1060 (i only have a budget of around 380 usd)

intel is good only for gaming alone
if you want something to run in background too go with AMD. AMD is better bang for buck and pumps out better performance.
