is this good to gaming..or destroyed my video card..? please help me

my GPU is verry good but cpu verry low
E5700 dual core 3.0
4gb ram ddr3
msi gtx 750 ti ddr5 gaming edition

i playing witcher 3 max but today my video card over heated.
is it bad to my video card..?

Overheating yes is bad and can cause problems if it happens enough, the card can protect itself somewhat decently from damage but you should also try to not let it get to that point.

The 750ti isn't really capable of maxing W3, but ti can definitely play it on medium/low.

my gpu usage while playing game 48c 75% and cpu 100% is it bad?

48c is fine, cpu 100% means nothing temp wise, other than your CPU isn't necessarily strong enough for W3.
