I want to play games at 60fps 1080p with no fps issues. Is this a good card? Is it an upgrade or downgrade from my rx460 4gb

It is an excellent card for 1080p gaming and an upgrade from the RX460.
Just remember this will also depend on the rest of your system and you will also need the relevant good quality PSU to power the new GPU.

It will work perfectly fine and your CPU and PSU are good enough so you will not have bottleneck , go for it. You can run Gears of War 4 on ultra with much more than 60fps.

EVGA make some fantastic PSUs, and also some cheap poor ones.

I only ask because cheap PSUs of poor quality pose a risk of damaging other components, and that's the last thing I'd want to happen if you invest in new equipment.

While the GPU is fine, I'm not crazy about the price. For twenty quid more you get into actual new 580s, with the full warranty (most of which will be three years, which is important for a GPU) and no question marks about using the warranty.

I suspect the OP would have trouble selling a used 460 for a lot more money than a new 560 goes for.

These tend to sell used for between £40-£60 or so. It's one of the better ones, so I might start at £40.
