I say its a fake.
the 4790K averages right now over 250-300 alone on ebay.
the font on that cpu is all sorts of wrong, compare it to hundreds of known images,
I would bet it is a fake or a xeon passing it for an i7

No way of knowing that for 100% sure ...but as I trust anyone on E-bay as far as I could throw them, that makes it a little easier...

It could easily be a bad CPU, and/or bad RAM.....which happens a lot on E-bay sales of computer parts....

an R5-2600 is $164 on Amazon...

I'm upgrading my i5 4670k, I don't want to upgrade my whole platform,

always buyer beware however ebay does guarante money back if it turns out to be a scam. i was a new seller once with zero reviews also look is 3days left on auction it will likly go up a good bit sometimes yes sometimes no but it is ebay you get what you pay for quality is always a big concern not covered by ebay, iv bought plenty of stuff from ebay however and im also a few years new

myself but is my advice ebay backs it if it turns out to be fake but up to buyer can contact seller and ask them any questions you like

Why would anyone buy an old haswell in the current market environment? Usually it is the motherboard that goes, so then people try to unload/sell their CPU.

But you might as well get a new R5 2600, which is on par with the old haswell

http://cpu.userbenchmark.com/Compare/Intel-Core-i7-4790K-vs-AMD-Ryzen-5-2600/2384vs3955

And you can get those 2600 for effective $130 after the mobo discount:

there likely trying to get the most for it before 9th gen intel chips come out and with first gen ryzen and everyone unloading there old intel chips for 8 core intel ect. plus you have the issue of spectre and meltdown some cpus where hit harder than others by the patches. personaly id opt for somthin newer depending on budget. if your a gamer however then graphics is most important so depends on your use scenario

Solution
Yes, no feedback is a red flag, but everybody is a first time seller once.
Ebay protects buyers more than sellers.
Pay with paypal and conduct communications via ebay email.

The likely price of the package will go up as the auction ends.
Currently such processors are bid up to the $210-$225 range.
Expect to pay more because of the ram.
The price you see is the current bid price.
If you are not interested in the ram, pass on this auction in favor of one selling exactly what you want.

Be prepared to test out the chip and ram quickly.
If there is anything that is not as advertised, request that the seller send you a prepaid return label.
Your paypal funds will be held in escrow.
