[SOLVED] Is this image a GPU related issue?

Turned on my Tv/monitor this morning and this was what I saw:

computer was frozen.

Is this my GPU failing/struggling??
What else could possibly cause this?

I have a 2080 super that I have had since last november with driver 4.51

Well it might be, but it may also be that somrthing is wrong with the TV or the display cable, have you tried connecting a different device to the TV port? (hdmi I assume)
Have you tried using a different hdmi port on your TV?
Have you tried using a different hdmi cable

If so try:
1) Clean install of the driver using DDU
2)disconnect the gpu from the pc and reconnect
3)at this point it might be a bad port, try using a different port on the gpu (you can use DP to hdmi adapter)

Well you have only two options either the gpu port connected to the tv is damaged or the tv iß damaged
