Is this Just Coil Whine??

Solution

It's probably an electrical noise...
It's hard to tell from the recording. On the one hand it does resemble an electrical buzzing noise, aka 60 cycle hum. That doesn't necessarily make it coil whine though. Sometimes grounding issues can make that noise too. On the other hand, it also sort of sounds like a mechanical sound, for instance, a wire near a fan either just hitting it or pushing it back and forth against another surface. Does the pitch stay the same when it gets louder? That would rule out fan related stuff, as they spin faster the sounds would change.

just had a long gaming session, and its not as loud now, idle is near silent and load you have to get really close. It doesnt change pitches as it gets louder though

It's probably an electrical noise then. You can contact EVGA support:

They seem pretty good about this sort of thing. Found at least one other person on their forums with the same problem who got a replacement:
