Is this liquid cooling device non refillable as it claims to be?

I am about to buy a pc , and the company im getting it from offers me a liquid cooling device called Asetek 550LC 120mm . So i checked it out on the item's website , and it says it is:
1) '' Patended'' (i dont know what that means... i guess they put toilet paper to stop it from leaking XD)
2) And also they claim that it requires NO REFILLING....
Can i trust these guys and get the product, or in a couple of years ill see my computer in flames, only to find out my liquid cooler has got algea and dust in it...

If so , do you recomend me to buy instead the DEEPCOOL gammaxx 400 CPU cooler for 12 $ less , or just accept the fact i have to learn how to refill my liquid cooler for the rest of my life...

Decent liquid coolers start at 140$ US prices.
Recommendations are hard to make without knowing exact specs of the system, local availability and budget.
The DEEPCOOL gammaxx 400 is rated for ~130watt TDP, it means it can handle up to any i7/ryzen desktop CPU without overclocking.
A good place to start with liquid cooling is Swiftech H220 X2 (or any other size)

So do you recommend that i buy the aircooler, which is also cheaper , and maybe on the feature buy a better air cooler to do the job? i wouldnt mind paying some extra bucks on the feature for lowwer temps but will it do its job now?

You know what... i went online, and tried to find for some decent air coolers and (in my country atleast) the most expensive ones i could find were 36$ ... is that good or not? CORSAIR SP120 HIGH STATIC PRESSURE FAN LOW NOISE CO-9050012-WW

Otherwise should i just get the liquid cooler for some extra money and refill it every now and then? Though these liq coolers are made of copper and aluminum, and ive heard that these puppies go extinct over time...
