Is this mean my mb is gone with No beep on boot?

I hook the mb to psu with nothing else (no ram, no cpu, no video card etc) and then tap the mb's power switch. the psu's fan start to run with no beep at all.

That or PSU, sounds like. If all the required power connectors are attached (20/24 pin, 4 pin)
