The build:http://ca.pcpartpicker.com/p/4RV3Bm
Need to shave about 200$

Solution
First their nothing wrong with a 60 refresh rate monitor anybody that tells you different knows little.
The 2 things wrong with your build is the 1333 memory the low quality power supply.

Your build looks solid but if you need to shave about 200 bucks you can do without the SSD. I would definitely recommend a monitor with a refresh rate over 60hz because the GTX 970 can definitely push more than 60fps on all but the most graphically taxing games. If you're getting a 60hz monitor you're limiting yourself with this graphics card. However if the budget absolutely does not allow it, I think that is a very solid monitor. You might also want to take a look at the ASUS VS239H-P. It is also an IPS monitor that comes in at 150 bucks. I've heard very good things about that monitor.

If I get a cheaper SSD, like the Crucial CT240M500SSD1 would it work as good as the samsung one?

If you really need to shave 200 bucks I would just get rid of the SSD altogether. I can't see anything else in your build that would be worth downgrading over the SSD. While it does make your boot-ups and load times drastically quicker, I don't think the technology is there yet for the price. It won't affect your gaming experience in any way other than load times. For now, shelling out 150 bucks to wait less isn't worth it imo. Since you're on a budget, I would wait on the SSD and maybe get one when you have the money. It's not worth shaving other components for it. As for the Crucial over Samsung, you will lose a quite a bit of performance which is to be expected. Here is a link that compares the performance between both SSD's.

It's all good just got a bigger budget.
BTW are the Corsair RGB boards good?

He's getting a GTX 970. That's capable of pushing more than 60 fps. He's not gonna be able to see the 60 fps because it's limited by the refresh rate of the monitor. Assuming that I know little when I've done hours of research on the matter is stupid. Second, I didn't say there was anything wrong with a 60 hz monitor. I was just saying that he shouldn't limit himself to 60hz if he's getting such a powerful GPU.

They're pretty good keyboards but a little over-priced. Steel Series and Cooler Master make really good boards. The steel series 6vg2 is a really good durable keyboard. It's not as flashy as the RGB but it does its job. If you wanted a board that was backlit but not ridiculously overpriced, the Cooler Master Quickfire Rapid Ultimate is also a very good keyboard and has 4 different available switches.
