Question Is this monitor screen burn and how do I fix it?

I just discovered this last night, it appears to be somewhat screen burn in? I can see my Windows Taskbar when I am gaming,
My monitor is msi optix g24c, from what I read LCD panels screen burn is not permanant, is this true? How do I go about in fixing this? I tried this video
