Is this motherboard dead?

So I recently got all my parts in the mail for this new pc I'm building, and it's been nothing but issues so far. For some reason, when I try to boot my windows 7, it gets right past the loading files stage and resets, and that loop will never end. Also, when I go into the bios, sometimes all the text gains a weird red bold (Almost as if it's trying to go into 3d mode) and it will entirely lock up, along with lots of weird red lines. Not sure what is going on so just looking for some help. Thanks!

I took some really bad advice on the PSU, and was told I could use the 4 pin connection (Since it only has a 4 and not the required 8 of the motherboard) in the 8 pin just fine, so could that be the issue? I don't know how to check or locate the exact problems honestly. It has no video card also by the way.
 
It could be a lot of things including PSU, video card, etc. But in order to determine exactly what it is you need to isolate the part that is causing issue. First try to boot without any unnecessary peripherals attached (HDD, optical drives, etc). Chances are, this will have no effect but do it anyway to be 100% sure. If you have a dedicated video card, either swap the card or use the integrated video if you have it. Do this parts swapping procedure for the RAM, motherboard, PSU, and CPU (its almost unheard of to have a bad CPU) and whichever part swap causes the problem to go away is the one that was causing the problem. If you don't have access to spare parts, it's going to be a lot more difficult to determine what the problem is so in that case you may want to send it in to a PC repair shop for them to determine the issue.
 



That PSU is crap. There's a high chance its causing the issue. Also, what GPU are you using? I couldn't tell if that CPU had integrated graphics or not.

edit: oh nevermind, it's an APU
 
I have done everything I can (I think) as far as swapping pieces out, so my last option is to take it to a local computer store Monday and get it checked out, maybe they can figure it out, it's free so eh, what could it hurt.
 
So after taking a break from messing with it, I came back to try changing the rams voltage, and now the thing won't even start. Gets to the motherboard splash screen and freezes or just doesn't start at all.
