Is this Motherboard defective?

My friend's computer has had problems since it was first built. Various blue screens and sometimes the screen would just freeze. A lot of the blue screens on windows 7 involved driver issues and memory. We have tried installing windows 8.1 instead of windows 7 and swapping out the ram. We also lowered the clock speed in his CPU. Even though the old ram and new ram had no errors from mem test, we still got the same results instead the blue screens on windows 8.1 were KMODE_EXCEPTION_NOT_HANDLED and MEMORY_MANAGEMENT.

Friend's PC:
ASRock 970 Performance
9590 4.7ghz
gtx 970 4gb
Old Ram: Corsair Vengeance 16gb 1600mhz (8x2)
New Ram: (I dont know the brand) 8gb 1333mhz (4x2)
500gb hard drive
Samsung 850 evo 500gb
1tb toshiba external drive
 
1) Do your friend use H20 cooler ? or other cooler?
2) What is the PSU?
3) The MB may or may not be defective, you need do more test first and try update all the drivers, like AMD chipset driver http://support.amd.com/en-us/download/chipset?os=Windows%208%20-%2032, GPU, LAN, etc.

He uses Cooler Master Nepton 240M for his CPU and his power supply is a EVGA SuperNOVA 1000w.
When he installed the chipset drivers the Microsoft Visual C++ 2010 Redistributable 2010 x64 and the x86 failed.

edit:
His computer still froze, but there have been no blue screens yet.
