Question Is this my CPU or my graphics card?

I have an old computer I use for a game from the 90's called EverQuest. EverQuest still puts out DLC content so my computer is really aged out. Its a Ryzen 2200g and has a GeForce GT 710.
I'm getting some lag, mostly in 72 man raids when there's a lot of particles. Task manager says EverQuest is using %80~ of my GPU and %30~ CPU. My hard drive is a SSD and I have 32GB of ram.
Do I update the CPU or graphics card first?

I have 32 GB of ram. I just switched to the 2200G onboard GPU and the game has been running a lot smoother. I'll have to see at the next raid though.

That's not surprising; the 2200G's onboard Vega 8 GPU graphics are far stronger than the GT 710. It's not even close. Vega 8 allows you to play 1080p games with settings adjusted low and competitive games and older games. The GT 710 is basically an office GPU designed to "play" Solitaire and Microsoft Office.
